proposer, accompagner et soutenir tout projet solidaire créateur d'emplois dans les domaines prioritaires (environnement, gestion de déchets, tourisme, agriculture, culture, etc.), s'inscrire dans le cadre du développement territorial visant la valorisation des ressources endogène de la Guadeloupe, favoriser toutes initiatives visant la création d'emplois temporaires ou pérennes, accompagner les demandeurs d'emplois dans leur recherche : dispositif "le pas pour l'emploi", accompagner la création d'entreprise, favoriser la création d'un incubateur d'activités dans le domaine social (chantier d'insertion, association, entreprise d'insertion) optimiser avec les collectivités la clause sociale, afin de mettre la commande publique au service de l'emploi, réaliser les études permettant d'analyser tous les projets générateurs d'emplois dans les 5 ans à venir
